How to Configure the PayPal Sandbox (cont.)
Create a Business Account
Just like the real world, your sandbox must have a business account that accepts payments from customers. The business account must have its own email address and password. However, the email address doesn't have to be real. You'll never receive a real email as a result of your sandbox testing. Instead, the emails will show up on Developer Central's Email tab.
To create the sandbox business account, do the following:

Go to the Sandbox tab.

At screen bottom, you'll see an empty list of Test Accounts.
Click the link Create a test account.
When you do so, a new window appears. The sandbox has launched a PayPal window
containing a "Sign Up for a PayPal Account" window. Note that this almost looks
like the real PayPal sign up screen. However, it is surrounded by a dark blue
border and a logo identifying it as running in the PayPal Sandbox.

Select Business Account. You could select Premier Account but this tutorial focuses on the sign up process for a business account. Do not select Personal Account as that type of account may not access the PayPal API's. Click the Continue button. You see a web page listing the 3 steps in the sign up process.

The first step in the sign up process it to sign up for a Business Account. In the section for Step 1, click the Go button. You go to the Business Account Setup page.

Fill in the required information. Remember that this information doesn't have to be real. The form will validate things such as the area code of a telephone number, but you can provide any information you wish. All of this information is kept internal to the sandbox. Click the Continue button. You see the second Business Account Setup page.

After you enter the contact information for the business owner, enter an email address and password for the business account. Once you have filled out the remaining information, agreed to the User Agreement and Privacy Policy, and entered the security code at screen bottom, click the Continue button. You go to the Complete Application page.

On the Complete Application page, enter a 9 digit Employer Identification Number. You may enter any 9 digits that you wish.

For the Social Security Number (SSN), type "111" for the first 3 digits and then enter 6 more digits. For example, "111282891".

Click the checkbox to agree to the Commercial Entity Agreement and PayPal's Terms and Conditions.

Click the Continue button. If you see a page telling you that the SSN is already associated with another PayPal account, click the Back to Application button and tweak the SSN until it is accepted.

Once PayPal accepts the information you entered on the Complete Application page, you are redirected to your account's Overview page. Note that your account status is set to Unverified.
