The Developer Central website is divided into several sections:
Sandbox
This is where you create and log into your sandbox accounts. In the next section, you'll create a business account (i.e., the entity receiving payments) and a user account (i.e., the entity paying for product).
Test Certificates
Before you can test Express Checkout or Direct Payment, you must obtain either an API Certificate or an API Signature. The Test Certificates section is where you create a new certificate or signature.
Email
The PayPal Sandbox acts just like the live PayPal site, even to the extent of sending emails when things happen. For example, if your test user account places a order then a receipt is emailed to the test user account.
However, the email is never sent to an actual email address. Instead, it remains internal to the sandbox. Use the Email tab to view the emails that have been received by the various sandbox accounts.
Forums
This page contains a link to the PayPal Developer Community website as well as a link to search the forum archives.
Help Center
Contains links to resources such as the PayPal Integration Center and PDF documentation.
In the next section, you'll create the sandbox business account.
